Gain Valuable Knowledge on CNA Certification in South Dakota Process and OBRA Provisions

Certified Nursing Assistants are also referred to as direct patient care workers. They work in diverse health care settings and provide daily routine cares and long-term cares to clients with disabilities and chronic conditions. They also assist elderly residents with personal assistance, and help them with bathing, feeding, dressing and undressing, toileting and functional mobility. Since 1987, and after the passage of OBRA-87 regulations, all nurse assistants are mandated to complete the South Dakota Board of Nursing approved Nurse Aide Training and Competency Evaluation Program (NATCEP), and earn CNA Certification in South Dakota to be eligible to work as a certified nursing assistant in the state.

Omnibus Reconciliation Act (OBRA) Provisions and Requirements

Prior to 1987, it was not mandatory for the states to train nurse aides for performing in nursing homes and nursing facilities. They performed nursing tasks without any formal training and supervision of a licensed nurse or physician. These conditions altered during the late 1980's, when federal authorities noticed that the lack of the formal nursing training by the nurse aides have drastically diminished the quality of care in the facilities jeopardizing the patient health and safety. In order to improve the quality of care in the long-term care facilities, and to allay the public concerns, the US Congress passed the Omnibus Reconciliation Act legislation in 1987 (OBRA-87). Federal regulations include following direct patient care related provisions:

a) Nurse assistants must be certified to work in facilities participating in the approved facilities and Medicaid and Medicare programs;

b) All states must include OBRA provisions and guidelines in their NATCEP, and maintain a Nurse Aide Registry to list and keep records of all certified nurse aides; and

c) The facility owners must employ only certified nursing assistants who are registered on the state Registry in good standing for the direct patient care and nursing-related tasks.

South Dakota Nurse Aide Training Program (NATP)

The state-approved Nurse Aide Training Program is OBRA required 75 hours in length, and consists of classroom course education of 16 hours prior to contact with patients, and clinical hands-on experience in a long-term care facility. The South Dakota Department of Health approved private and public schools and colleges provide training programs in the state. Nursing Assistants, who are employed in a facility or having employment offers are eligible for free nurse aide training including textbook charges, course materials fees and other training-related expenses. The South Dakota Board of Nursing is responsible for developing, approving and maintaining the training programs in the state. The successful completion of the training program entitles nursing students to challenge the Department-approved Competency Evaluation Test for a CNA Certification.

Competency Evaluation Test (CEP)

The South Dakota Health Care Association has contracted with the testing vendor, D&S Diversified Technologies - Headmaster to develop, schedule, administer and score the Competency Evaluation Test in the state. The state-approved CNA Exam consisting of a Written Test and a Skills Demonstration Test is a mechanism with the Department to evaluate the necessary skills and knowledge of a nursing assistant for performing nursing and nursing-related tasks. The testing candidates will have to pass the test to earn CNA Certification in South Dakota. The successful candidates are then listed on the South Dakota Nurse Aide Registry, and permitted to perform lawfully in the certified facilities and other healthcare settings.

Certification Renewal

CNA Certification in South Dakota remains valid for 2 years on the state Nurse Aide Registry. In order to maintain the certification in the current status, a CNA must submit an evidence of performing at least 8-hours nursing-related work for compensation during past two years. Nursing aides, who fail to submit the evidence of 8-hours paid nursing services, will have to complete the department-approved training programs or competency evaluation test to be eligible for listing on the SD Registry.

There's a certain right of passage that comes along with the first time a young lady enters the Eastern Suburb's Club Dakota. The legend of the land warns any naive Nancy that upon exiting the dark dungeons of one of Melbourne's most iconic suburban venues, she will no longer be who she once was before. I see a seventeen year old flash the ID of her older, hardly identical sister, and feel that warning her of the prophecy that awaits her would be to hinder the learning curve. A few unwanted grabs and face sucks later, and this innocent soul would be part of Dakota's army of underground uber skanks. Thankfully I have been here before, and although I admit to the metamorphosis of innocence to irksome skankiness, I'm happy to report a full recovery. Upon returning to Ringwood's Club Dakota, I see that the rites of passage from yesteryear are still operating according to prophecy.

Although the naivety crunching naughtiness of Club Dakota (or 'Daks' as so many of the Ringwood-ites endearingly call the venue) is still apparent, the first distinct difference I notice upon entrance is the now mammoth and ever winding line up, which almost takes me back to the train station I so swifltly exited. "Nice skirt girly!", thank you Man Who Lives Near The Station. As I make my way to an enormous line up along Ringwood's 'club strip' I'm sure what the MWLNTS loved about said skirt was less about the skirt and more about a lack thereof. It seems a surge in popularity has ensued since my last visit. I would walk 500 miles, and I would walk 500 more... to get to the end of the line at Dakota.

The entry fee of a mere $5 is a pleasant perk to any club goer who is accustomed with prices of city club entrances. As I hear my Aunty's voice clearly in my ear, "You get what you pay for!", I look around and notice that the demographic of the club is a little more trash and a little less trend.

In saying this, Club Dakota provides a comfortable underground atmosphere for even the most apprehensive youth. The front room bar is located immediately upon entrance, and provides a full circle service, where you can shout out for another shot of vodka from any given angle of the room.

Upon making my way to the stage, I notice that the multiple barred cages for the young and the restless to dance in are still a hit. I glance in between the bars of the cage to my left and notice the seventeen year old from earlier. Her face seems to be joint to the boy sharing the cage with her, just as his hand is so aptly attached to her arse. You have fulfilled the prophecy and come so far, young one. I'd buy you a drink to celebrate your coming of age, but you're already holding three.

The front stage boasts a regular band every week, playing covers of both old and new mainstream hits in between DJ sets of Usher and Lady Gaga. Maybe I should pop into the bathroom and take off my pants? Oops, the girl to my right beat me to it.

The bathrooms are surprisingly modern and clean, providing a large stainless steel type feel with enough mirror surface to provide for the entire female population. Although the line up for the cubicles appears to be small, the wait proves tremendous. Trashed newcomers find a trip to the toilet in a tight fitting dress proves difficult after one too many Wet Pussies. I see that the rolls of toilet paper are left untouched, and deep down I know that 'Wet Pussies' are more than a drink at Club Dakota. It's a shame that alcohol hinders the ability to figure out how to use toilet paper. Club Dakota provides an integral night out for newcomers to Melbourne night life. A line up of girls exit the club showcasing matted hair and missing clothing. I take the cab home knowing that another generation has successfully fulfilled the age old prophecy.
